The search tuned a build for each fight, and the six disagree only on single points: one among Convection, Concussion and Reverberation, Elemental Focus on one minute, and the free Enhancement points. The reasons below apply to all six.

Why 29 and 22

The split is fixed by two row requirements. Mental Quickness sits on Enhancement's fifth row and needs 20 points spent above it. Elemental Fury sits on Elemental's sixth row and needs 25 above it. That makes 20 + 2 in Enhancement and 25 + 4 in Elemental, which is all 51 points. Move one more point into Elemental and Mental Quickness loses its 20, so Lava Burst (30 points above it, the 31st point) and the fifth point of Elemental Fury stay out of reach while you keep Mental Quickness.

Why these talents

Elemental Alacrity carries the most: take it out and 16.6 % of the damage goes with it. At 3/3 it takes half a second off Lightning Bolt (2.5 to 2 seconds) and Chain Lightning (2 to 1.5), every rank of each, so a quarter more bolts fit into a fight.

Mental Quickness is the reason for the Enhancement points. Forever's version gives spell damage equal to 30 % of your Intellect, after Ancestral Knowledge and Blessing of Kings, so this set's 373 Intellect becomes a sixth to a fifth of its spell damage. It is worth 9.4 %, each of its two points half of that.

Elemental Fury raises your spell crits from 150 % to 190 % at 4/5. It covers Searing and Magma Totem too, and is worth 8.1 %. Each point adds the same 20 %, about 2.0 % of your damage, which is roughly what the fifth point you can't reach would give.

In Forever Thundering Strikes gives 5 % crit to every spell and attack instead of weapon attacks only, and it is worth 3.6 %. It doesn't show on the simulator's character sheet: your Flame Shocks crit 5 points above the sheet's 17.6 %, and your bolts 8 points above it with Call of Thunder.

Concussion's 5 % covers Lightning Bolt and Chain Lightning but, in Forever, no longer Flame Shock, for 3.7 %. Call of Flame does the same job for the fire side at 15 %: Flame Shock and your totems. It brings 2.8 % on one boss and 6.8 % on three, where Flame Shock and Magma Totem carry half your damage.

Lightning Overload gives each landed Lightning Bolt a 10 % chance at a second, half-damage bolt that costs no mana. Chain Lightning gets a third of that chance on each target it hits. The talent is worth 2.8 %. Wowhead's tooltip prints 30 %. The client's rank values say 10 % at 3/3, and our simulator uses those until a beta log settles it.

Shamanistic Focus cuts Flame Shock's cost by 45 %. On one boss that is worth 1.8 %, since you cast one Flame Shock every 12 seconds. Against three bosses for three minutes you keep it on all three and it is worth 10.1 %.

Flexible points

Nine of your 22 Enhancement points only exist to reach Mental Quickness. Mental Dexterity turns Intellect into attack power, Flurry speeds your melee swings and Stormstrike is a melee strike. From 20 yards none of them does anything. They score 0.0 % on every fight.

  • Any 20 points in Enhancement's first four rows do the job. Keep Thundering Strikes, Ancestral Knowledge and Shamanistic Focus, then fill with Improved Ghost Wolf (instant Ghost Wolf at 2/2) to move faster between pulls, or Toughness or Anticipation if you want to survive more. The simulator scores those zero too. Mental Dexterity is only needed if you take Flurry.
  • Reverberation. At 5/5 it takes the shared Shock cooldown from 6 to 5 seconds. On one boss the whole talent is worth 0.1 %. Against three bosses for three minutes one Shock every 5 seconds keeps Flame Shock on all three, so the build takes the fifth point there and the talent is worth 1.7 %.
  • Convection's last point. 2 % off your spells' cost, worth 0.2 DPS on this fight. The one- and two-minute single-boss builds stop at 4/5 and put the point into Reverberation.
  • Elemental Focus against Earthbound. On the one-minute fight the build drops Elemental Focus for Earthbound, which roots nothing a raid boss cares about. Mana never runs out in a minute, so the free spell from Clearcasting adds less than the noise. On longer fights Elemental Focus comes back and is worth 1.1 %.

What each talent is worth

To get each value, the simulator reran this build with that talent's points removed and nothing else changed. Two talents removed together cost more or less than their two values added, so don't sum them. To move a single point, look at the last-point column instead, the cost of giving up one point.

The fights' builds move single points. One minute: +Earthbound −Elemental Focus, and Convection 4/5 for Reverberation 5/5. Two minutes: the same Convection and Reverberation, keeping Elemental Focus. Three bosses for three minutes: Reverberation 5/5 for Concussion 4/5. The Enhancement filler shifts between Elemental Weapons, Flurry and Stormstrike, which changes nothing.
