The Threat build on a one-minute single-boss fight spends its points 0/20/31: all the way down Protection to
Shield Slam, and twenty Fury points for
Cruelty and
Enrage.

Why these talents
Shield Slam tops the build's talent values at 18.9 % of its score. It hits for 640 to 670 plus your block value every 6 seconds. The talent is the spell, so its worth and its rotation line are the same number. Shield Slam needs
Concussion Blow above it, which you never press.
Defiance adds 15 % threat in Defensive Stance while you wear a shield, on top of the stance's 30 %. At 12.9 % it is the steadiest number in the build: it barely moves between fights.
Improved Revenge makes
Revenge hit 60 % harder, for 7.9 %. Revenge opens after every block, dodge or parry, and with Shield Block up you block most swings, so it is ready nearly every time its 5-second cooldown ends.
Bastion is 10 % more Physical damage with a shield on, worth 7.2 %.
Focused Rage takes 3 Rage off every attack: Shield Slam then costs 17 and Revenge 2. It is worth 4.4 % on one boss and 7.7 % on three, where Cleave goes out on every swing.
Shield Specialization adds 5 % block and pays 5 Rage for every block. It is worth 4.1 % against one boss and 9.3 % against three, which swing three times as often.
Master of Defense pays the same 5 Rage on dodges and parries while you wear a shield, for 0.8 %.
Enrage suits a tank. Each hit you take has a 30 % chance to give you 10 % more Physical damage for 12 seconds, and a boss hits you every 2 seconds, so it is up 66.7 % of the fight and worth 4.5 %.
Flexible points
- Furious Precision and Blood Craze. Five points in Fury's third row, to reach Enrage. Furious Precision's off-hand hit does nothing once you have 9 % hit, and Blood Craze's healing makes no threat in our sims, so both are worth 0.0 %. Any five points in that row do the same.
Improved Sunder Armor. Three points that open Bastion's row. You never cast Sunder Armor here: the raid's Expose Armor is the stronger debuff and the two don't stack. Any three points in the first four rows do, such as
Anticipation or
Iron Will.
Last Stand fits the same slot: 30 % more health for 20 seconds every 3 minutes. The sim scores it at nothing because the healed tank never dies on one boss. Take it if your raid's boss hits harder than ours.- Small change.
Improved Bloodrage is worth 0.4 % and
Unbridled Wrath 0.4 %.
Improved Thunder Clap is worth 0.4 % on one boss and 2.9 % against three, where you clap on cooldown.
What each talent is worth
Each worth is this build run again with that talent's points taken out and left unspent, in percent of the build's score on the same simulated fights. Talents are removed one at a time, so the worths overlap and don't sum to the total. If you are moving one spare point, read the last-point column instead.
On every fight
The single-boss builds are nearly identical. The three-boss builds add
Raging Blows, which takes 3 Rage off Cleave, take a point out of Enrage, and move most of the Improved Sunder Armor points to Anticipation, Iron Will or Improved Shield Wall.
