Retribution is a priority rotation. Judgement, Consecration and your strike come back on their own clocks, and Judgement doesn't use the global cooldown at all.
On one minute there is no twisting: you keep Seal of Righteousness up and press the rest on cooldown.
Before the pull
- No seal before the pull. The one-minute build has no Seal of Command, so there is nothing to twist.
Seal of Righteousness goes up with your first global cooldown and stays up.
- Pull with the
Manual Crowd Pummeler in your hands and use it at once. It gives 50 % attack speed for 30 seconds, and every extra swing is another seal proc. When the buff ends, swap to your own two-hander. Taking the mace off ends the buff, so don't swap early. The note under the Gear page's table shows what the swap is worth.
Priority
Each time you can act, the top line that's ready wins. It isn't a fixed order. The first three lines in the widget are items: the swap back to your weapon, the Pummeler at the pull, and the rest of your cooldowns.

On one minute the list is shorter.
Judgement on cooldown (18.3 %), Seal of Righteousness kept up (49.0 %), then
Consecration,
Hammer of Wrath below 20 % and
Holy Strike (12.1 %). The Human's one-minute build has no Seal of Command: with a 2.10-second sword, twisting adds only 0.6 % even on three minutes.
More than one target
From two targets,
Consecration and
Hammer of the Righteous take over and twisting stops: none of the benchmark's three-boss Human builds takes Seal of Command. Consecration's full damage reaches the first four enemies in it, so on a three-minute fight against three bosses it does 31.7 % of your damage against 13.2 % on one boss. Hammer of the Righteous hits up to four targets for three times your weapon's damage per second. It shares a cooldown with Holy Strike, so Holy Strike leaves the rotation.
Dragonbreath Chili hits all three as well, for 7.8 % of your damage.
Cooldowns
Retribution has no long damage cooldown of its own. What the simulation fires:
- The
Manual Crowd Pummeler at the pull, then the swap to your weapon when its 30 seconds end.
Talisman of Ascendance at the pull and again each minute. Its stacks add spell damage to your next hits, so use it on cooldown.
Major Mana Potion and
Demonic Rune when your mana dips, not at the pull. On three minutes the simulation drinks the potion about halfway through.- Hammer of Wrath is your execute: every 6 seconds from 20 % boss health.
What your log should show
Put your Warcraft Logs casts beside these. Judgements a minute well below this table mean the 8-second cooldown is sitting idle.
A few numbers to look for: about 8.0 Judgements and 8.0 Consecrations a minute, and Seal of Righteousness's procs near 32.3 % of your damage.
Uptimes
Vengeance is the one to watch: aim for about 97.9 %. Your seals' crits keep it up, so a drop means gaps in your swinging. Consecration should be down about 95.8 % of the fight.
