On a one-minute single-boss fight the two factions play different Threat builds. The Alliance spends 30/21/0: Holy for
Holy Shock,
Consecrated Ground and
Improved Seals, and Protection for
Precision and
Swift Judgement. The Horde spends 2/19/30, the Ret/Prot hybrid of the longer fights.

Why these talents
Holy Shock carries the Alliance build: 334 to 362 Holy damage every 10 seconds, worth 12.2 % of its threat.
Consecrated Ground adds 10 % to your Holy damage against anything standing in your Consecration, for 6.9 %.
Improved Seals adds 15 % to the seal's hits and Judgement, for 4.9 %, and
Holy Power adds crit to both, for 3.8 %.
Swift Judgement is worth 4.5 % here, against 2.0 % on three minutes: one reset is a bigger share of a short fight.
The Horde build is the Ret/Prot one of the longer fights, led by
Champion of the Light (10.0 %) and
Vengeance (6.8 %). The race table on the Overview shows how close the two end up.
Flexible points
Improved Seal of Fury. One point you must spend to reach Swift Judgement. It only works with Seal of Fury, which our rotations never use, so it is worth 0.0 %.
Illumination,
Reverence and
Divine Intellect (Alliance). Path points through Holy: Illumination only returns mana on heal crits, worth 0.0 %, and the other two a few tenths of a percent.
Improved Righteous Fury. Worth nothing to threat, but 6 % less damage taken at 3/3. If you have points to move, put them here: your healers will notice even if the TPS doesn't.
What each talent is worth
To price a talent, the sim runs this build again with that talent's points left unspent, and the drop in score, in percent, is its worth. The worths overlap, so they don't add up to the whole. The last-point column prices a single point, the number to use when you shift one.
On every fight
One boss and three bosses want different builds. On one boss the search takes thirty Retribution points (thirty Holy for the Alliance on one minute) and gives up Holy Shield. On three bosses it goes back to thirty-one Protection points for Holy Shield,
Reckoning and
Shield Specialization, because blocks come three times as often. The Horde's three-minute build is the exception: it stays Ret/Prot.
